This Privacy Policy (the “Policy”) sets out how personal data of users of the “Look at the Stars” project website (the “Site”) is processed and protected by the personal data Operator — Orenburg-Media (the online publication “Orenburg Media”, the “Operator”; registered address: office 402, 11 Pobedy Ave., Orenburg, 460021, Russia; contact address: orenburgmedia@yandex.ru) — while a user uses the Site. The Policy is prepared in accordance with Russian Federal Law No. 152-FZ of 27 July 2006 “On Personal Data”.
1. General provisions
The Operator’s processing of personal data is based on the principles of lawfulness of the purposes and methods of processing, as well as good faith and fairness. The Policy applies to all personal data the Operator receives about Site users, regardless of the form in which it is provided.
2. Basic terms
The following terms are used in this Policy:
- “Operator” — Orenburg-Media (the online publication “Orenburg Media”), which independently organizes and/or carries out the processing of Site users’ personal data and determines the purposes of processing, the composition of the data processed, and the actions performed with it.
- “Personal data” — any information relating directly or indirectly to an identified or identifiable Site user.
- “Processing of personal data” — any action or set of actions performed with personal data: collection, recording, systematization, accumulation, storage, clarification, extraction, use, transfer, depersonalization, blocking, deletion, destruction.

- “Cookies” — small text files stored in the user’s browser that allow the Site to recognize the user on repeat visits.
3. Rights and obligations of the Operator
The Operator has the right to:

- independently determine the composition and list of measures necessary and sufficient to ensure the security of personal data;
- continue processing personal data without the user’s consent where grounds provided for by the legislation of the Russian Federation exist.
The Operator is obliged to:
- provide the user, upon their request, with information concerning the processing of their personal data;
- organize the processing of personal data in the manner established by the current legislation of the Russian Federation;
- respond to user enquiries regarding the processing of their personal data;
- take the necessary legal, organizational and technical measures to protect personal data from unlawful or accidental access, destruction, alteration, blocking, copying and dissemination;
- publish this Policy in open access on the Site.
4. Rights and obligations of the user
The user has the right to:
- receive information concerning the processing of their personal data;
- request the correction, blocking or destruction of their personal data if it is incomplete, outdated, inaccurate or unlawfully obtained;
- withdraw their consent to the processing of personal data at any time;
- appeal against actions or omissions of the Operator to the authorized body for the protection of the rights of personal data subjects or in court.
The user is obliged to:
- provide the Operator with reliable information about themselves when signing in to the Site;
- promptly inform the Operator of any changes to the personal data provided.
5. Principles of personal data processing
The Operator processes personal data based on the following principles: lawfulness of the purposes and methods of processing; processing only data that meets specific, predetermined and lawful purposes; the inadmissibility of combining databases whose processing is carried out for incompatible purposes; the content and volume of the data processed must correspond to the stated purposes of processing; the inadmissibility of processing data that is excessive in relation to the stated purposes; ensuring the accuracy and relevance of the data; storing personal data for no longer than is required by the purposes of its processing.
6. What data we collect
When signing in to the Site via third-party services (Google, Yandex, VK), the Operator receives and stores the following profile data: e-mail address, name (display name) and, if available, the profile photo (avatar). Technical data may also be collected automatically: cookies, IP address, browser and device information, and activity on the Site, including depersonalized web analytics data (Yandex.Metrica).
7. Purposes of personal data processing
Personal data is processed for the following purposes: authentication and identification of the user on the Site; sending informational e-mails about upcoming stargazing events and project activities; operating and improving the Site’s functionality.
8. Legal basis and consent
The legal basis for processing is the user’s consent, given when signing in to the Site. By signing in, the user confirms their consent to the processing of their personal data under the terms of this Policy, as well as consent to receive informational e-mails about the project’s events.
9. Transfer of data to third parties
The Operator does not sell personal data to third parties. Data is transferred only where necessary for the Site to function and in cases provided for by the legislation of the Russian Federation. Authentication is performed via third-party services (Google, Yandex, VK), whose data processing is governed by their own privacy policies. The Yandex.Metrica service is used to collect depersonalized Site traffic statistics; its data processing is governed by Yandex’s privacy policy.
10. Email newsletter and opting out
After signing in, the user is automatically subscribed to the newsletter about upcoming stargazing events. The user may unsubscribe at any time via the “Unsubscribe” link in any received e-mail or on the unsubscribe page. Unsubscribing does not affect the ability to use the Site.
11. Cookies and analytics
The Site uses cookies to maintain the sign-in session, operate the service correctly, and collect depersonalized traffic statistics via Yandex.Metrica. The user can disable cookies in their browser settings, though this may limit the Site’s functionality.
12. Data retention and protection
Personal data is stored until the user withdraws their consent to its processing. The Operator takes the necessary organizational and technical measures to protect personal data from unlawful access, alteration, disclosure or destruction.
13. Changes to the Policy
The Operator may amend this Policy. A new version of the Policy takes effect once it is published on the Site, unless the new version provides otherwise.
